I'm not so sure about PAC-3 being able to shoot down a ballistic missile payload in terminal phase. It's effective against short range and to some degree intermediate range ballistic missiles, but an ICBM comes in at an extreme speed and generally the target is only hit by the warhead reentry vehicle and not the whole missile.

PAC-3 is not really intended for super high speed and altitude targets. After all, it is designed to also work against aircraft, which are generally much lower and slower.

For terminal phase destruction of longer range missiles - that is what THAAD is for. Although, really, by the time the missile gets that far and you're talking about terminal phase destruction, you're uncomfortably close to being hit and if the interceptor fails, goodbye! So ideally, you'd want to knock it out way before that.

The whole issue of MIRV's makes it more difficult. Thaad can probably shoot down a single conventionally-designed ICBM, but one with MIRV's and penitration aids will be a lot harder. But that's why the multiple kill vehicle is under development.
